			<content:encoded><![CDATA[<p>WCS – Green National Community Empowerment Program (Green PNPM/PNPM LMP) Sumatra is seeking a qualified consultant to assess the effectiveness of renewable energy, efficient energy and (agro)forestry projects under the Green PNPM framework in reducing carbon emmissions. You are kindly requested to submit your brief proposal and quotation according to the requirements of the attached Terms of Reference (TOR) by 5.00 pm WIB on 1 May 2012. PNPM is a GOI-led national scale program, supported by the World Bank, aiming to eradicate poverty by allocating additional funds for rural development.  It has diversified into several “windows” to enhance specified topics, e.g. health, education, economic development, environment and gender. The environmental window started in late 2007 and is called Green PNPM. It aims to mainstream environmental aspects into rural development. Key focus areas of the program include Natural Resources Management, Renewable Energy (Biomass and Micro/Pico-hydro) and Income Generating Activities (IGA). The program is active in eight provinces in Indonesia, four in Sumatra and four in Sulawesi. WCS is assisting with the implementation of the program in five of the eight provinces through a consortium of local NGOs. WCS provides technical assistance to strengthen environmental aspects of Natural Resources Management through ensuring environmental safeguards at each level of implementation, supporting national program policy development, and providing local-level program assistance, usually related to detailed activity implementation. WCS also supports awareness raising and capacity building for stakeholders, development and mobilization of local resource networks through partnerships with local NGO/CSO at provincial/district level, coordination with central government, donors and other stakeholders. As a result of Green PNPM, green issues have been integrated into local policy and regional planning and a large number of green development projects have been adopted/implemented by local communities. Many of these projects have contributed significantly to climate mitigation and adaptation through reduction of carbon emissions, carbon sequestration and adaptive measures.<br />

<p><strong>Background</strong></p>
<p>The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS has long recognized that successful conservation requires a long-term commitment to individuals and places. Such a commitment has defined the culture and style of the Global Conservation Program, including the Indonesia Program.</p>
<p>The Wildlife Conservation Society Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. We currently work in several landscapes in Sumatra and Sulawesi where we aim at protecting threatened species and their habitat.</p>
<p>In order to achieve our overall goal of saving wildlife and wild places, the WCS-IP programs are strongly supported and backed up by conservation science, as it provides us with a thorough understanding of the theory and practice of conservation. Conservation science provides a strong scientific foundation for sound programmatic planning and decision-making, and thereby helps us to develop more effective interventions in protecting wildlife and wild places. To increase the effectiveness of our conservation interventions and strengthen the role of science as a cornerstone of our organization, WCS-IP is seeking for a large mammal specialist to occupy the position of Program Officer. The Program Officer will be required to plan, manage and monitor all research projects under WCS-IP projects focusing on large terrestrial mammals. The work will include but will not be limited to developing research and survey methodologies, organizing and managing field research, analyzing data, and developing scientific reports. Scientific research may include population and occupancy surveys, camera trapping surveys, and ecology and behavioral studies. The Program Officer is expected to help to translate the scientific data on large mammals into improved conservation interventions and policy development.<br />
The position will be based in Bogor, with regular trips to the field to provide direct technical advice, monitoring and oversight to the projects. The Program Officer will report directly to his/her supervisor, the Program Manager for Conservation Science, and work under the general supervision of the Director and Deputy Director for Program Development of the WCS-IP, as well as work closely together with other colleagues in the office as a team. Depending on the scope of the projects, the Program Officer will be supported by program assistants in Bogor and project officers in the field. The position will be available for a period of one year from May 1, 2012, with possibility of extension depending on funding.</p>
<p>The Program Officer will be responsible for:</p>
<p><strong>Scientific Research</strong></p>
<ul>
<li>Develop research methodologies and facilitate data gathering regarding large mammals, using scientifically-sound designs.</li>
<li>Plan field research (including methodology, timeframe, budget, study sites, partners).</li>
<li>Select relevant project staff and partners, and provide them with training and close supervision of in data collection, entry, management and analysis to ensure that scientific quality is maintained throughout the research period.</li>
<li>Provide oversight of research and scientific advice, through direct participation or regular checks of field teams to ensure that research is conducted in line with operational plan and budget.</li>
<li>Analyze and interpret the data and or provide oversight in the analysis of the data, and translate the research outcomes into action as a basis for implementing successful conservation interventions and policies, which can be disseminated amongst partners and key-stakeholders.</li>
</ul>
<p><strong>Project Management</strong></p>
<ul>
<li>Provide oversight and backstopping to project activities, including planning, implementation, and assume quality control through monitoring, and evaluation.</li>
<li>Coordinate the implementation and administration of large mammal projects, including development of operational plans, and ensuring that approved workplans and activities are undertaken in a timey manner in line with budgetary means, as well as adapt the objectives, strategies, workplans and budgets as circumstances dictate in close coordination with line supervisor.</li>
<li>Recruit, manage and supervise field staff in close coordination with line supervisor, including development of Terms of Reference, individual workplans and conducting performance evaluations, planning and monitoring work and travel schedules.</li>
<li>Assist in the selection, management and supervision of partners and sub-contractors to implement activities and produce deliverables in timely fashion, including developing Terms of Reference, providing assistance in their selection and recruitment process, coordinating sub-contractor work, and monitor and evaluate their deliverables.</li>
<li>Prepare activity reports and assist in preparing financial reports as required by donors and/or stakeholders, in Indonesian or English, written or verbal, under the supervision of Program Manager, as well as submit monthly technical report to the Program Manager and Deputy Director for Program Development.</li>
</ul>
<p><strong>Stakeholder Engagement and Communication</strong></p>
<ul>
<li>Liaise and establish good working relationships and/or strategic partnerships with key stakeholders such as local government, forestry department, academia, NGOs, private sector, donors and others to ensure the successful coordination, implementation and follow-up of project activities, as well as the mobilization of additional resources to the projects.</li>
<li>Facilitate meetings and workshops with relevant stakeholders as required and formally represent WCS as necessary in such meetings, workshops and conferences.</li>
<li>Write regular updates on the project activities, including news flashes and updates for WCS-IP website and other social media postings, and articles for brochures, leaflets, and printing media.</li>
<li>Write and publish research findings and scientific papers in close coordination with line supervisor on a regular basis in scientific journals, policy papers and technical report</li>
</ul>
<p><strong>Project Development</strong></p>
<ul>
<li>Provide input regarding the vision and strategy for WCS Indonesia. Participate as a member of WCS-IP to plan, implement, monitor, and periodically update WCS’ strategic approach to conservation in Indonesia.</li>
<li>Assist in the development of proposals for projects, by compiling information, documenting lessons from projects, developing future strategies and sharing and discussing ideas and concept notes with Program Manager and Deputy Director for Program Development.</li>
</ul>

<p><strong>Job Requirements</strong></p>
<p><strong>Qualifications</strong><br />
The postholder should preferably have a postgraduate qualification in conservation science, biology, ecological science or a related discipline.</p>
<p><strong>Experience</strong></p>
<ul>
<li>Strong background in biological field research on large mammals, including developing methodologies, collecting and analyzing data such as occupancy, population density, ecology, etc.</li>
<li>At least 7 years working experience at field level.</li>
<li>Proven track record of project management, including staff supervision and budget oversight.</li>

<p><strong>Background</strong></p>

<p>The Wildlife Conservation Society Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. We currently work in several landscapes in Sumatra and Sulawesi where we aim at protecting threatened species and their habitat.</p>
<p>In order to achieve our overall goal of saving wildlife and wild places in Indonesia, the WCS-IP program uses a landscape approach to conservation in a number of priority landscapes, including the South Barisan Mountain Landscape (SBML). This landscape starts at its southernmost tip in the Bukit Barisan Selatan National Park and extends until Bukit Balai Rejang, near the Kerinci Seblat National Park. The landscape is home to the critically endangered Sumatran tiger and the Sumatran rhinoceros, as well as Asian elephants, sun bears, bearded pigs, tapirs, gibbons, and leaf monkeys. The landscape provides a home to more than 300 bird species, including the critically endangered Sumatran ground-cuckoo. Also more than 4,000 plant species grow in the landscape, including the world’s largest flower, Rafflesia, and the tallest flower, titan arum. The forests of the South Barisan Mountain Landscape are hemmed in by villages, agriculture, and plantations. More than 20 percent of the original forest area has been lost since 1990, mostly to conversion for coffee plantations. Borders drawn up by people are meaningless for wildlife, particularly wide-ranging animals like Sumatran tigers and Asian elephants, which travel across boundaries in search of food, water, and shelter. Saving their remaining populations means maintaining their habitats throughout the landscape, inside and outside the park’s boundaries. WCS has worked in SBML since 1995. Our conservation efforts at landscape level include a broad range of sectoral interventions, including combating poaching and illegal wildlife trade, mitigating human-wildlife conflicts, wildlife population monitoring, scientific research, patrolling, community outreach, socio-economic development, climate change mitigation and adaptation, landscape planning development, policy development, and capacity building for key-stakeholders.</p>
<p>To increase the effectiveness of our conservation interventions and strengthen the landscape approach as a cornerstone of our interventions in SBML, WCS-IP is seeking for a Landscape Coordinator. The Landscape Coordinator will be required to assist in the planning, coordination, management and monitoring of all WCS-IP interventions in SBML. The work will include but will not be limited to compiling and analyzing data, managing and monitoring projects and activities on the ground, liaising with stakeholders, producing reports, concept notes and proposals. The Landscape Coordinator is expected to assist in the development of projects at the landscape level.<br />
The position will be based in Kotaagung, Lampung, with regular trips to the field to provide direct technical advice, monitoring and oversight to the projects. The Landscape Coordinator will report directly to his/her supervisor, the Deputy Director for Program Development, and work under the general supervision of the Director WCS-IP, as well as work closely together with Program Managers in the office as a team. The position will be available for a period of a year from May 1, 2012, with possibility of extension depending on funding.</p>
<p>The Landscape Coordinator will be responsible for the providing leadership and coordination of all WCS-IP activities within the SBML, including:</p>
<p><strong>Implementation</strong></p>
<ul>
<li>Managing and overseeing the WCS office operations in Kotaagung, as well as providing assistance in the development, planning, implementation and monitoring of all WCS-IP activities in the field (including methodology, timeframe, budget, sites, partners, etc.). This includes but is not limited to responsibility for staff recruitment and management, financial budgeting and reporting and asset management.</li>
<li>Providing managerial support and oversight to the Way Canguk Research Station with as aim to ensure that the center is fully operational and all research conducted is of high scientific standard. All activities in the center are expected to be formally ‘written-up’, reported and coordinated with relevant key-stakeholders. Conduct regular checks of research station to ensure that operations are conducted in line with operational plan and budget. Provide as well scientific advice to research projects in Way Canguk Research Station, and oversight of research through direct or indirect participation.</li>
<li>Obtaining necessary approval for all WCS activities within SBML with relevant stakeholders, such as the BBSNP authority.</li>
<li>Representing WCS at all relevant meetings in the landscape, as well regularly informing the national park authorities and other relevant authorities of WCS activities, answering requests from them, and arranging entry permits for WCS staff or visitors to the park or other areas.</li>
<li>Preparing and facilitating visits of donors, scientists and/or other WCS visitors to project sites, including Way Canguk Research Station.</li>
<li>Compile, analyze and interpret data and information from the SBML, and translate the findings into action as a basis for implementing successful conservation interventions and policies in SNML, which can be disseminated amongst partners and key-stakeholders.</li>
</ul>

<p><strong>Background</strong></p>
<p>The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS has long recognized that successful conservation requires a long-term commitment to individuals and places. Such a commitment has defined the culture and style of the Global Conservation Program, including the Indonesia Program.</p>
<p>The Wildlife Conservation Society Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. We currently work in several landscapes in Sumatra and Sulawesi where we aim at protecting threatened species and their habitat. In order to achieve our overall goal of saving wildlife and wild places, the WCS-IP programs are strongly supported and backed up by field activities that aim to halt illegal wildlife trade, reduce and mitigate human-wildlife conflicts, and monitor and sustain the health of wildlife.</p>
<p>Illegal wildlife trade is a vast, international, and multi-million dollar commercial enterprise Across Indonesia, key species including tiger, rhino, elephant, orangutan, birds, bears, orchids, fish, turtles, pangolins, coral, snakes, sharks and more are being hunted and traded in large volumes. While Indonesia comprises a legal environment that supports the control of wildlife trade, its effective implementation has many barriers. WCS aims to support the removal of these barriers, and to remove the threat to Indonesian biodiversity caused by both the legal and illegal over-exploitation of wildlife.</p>
<p>Human-Wildlife conflicts in the landscapes where WCS-IP works have increased over the last decennia as human populations continue to expand into the wilderness areas. These have resulted into negative impacts on people and their resources as well as wildlife species and their habitat. Through a number of interventions, WCS-IP aims to mitigate the human-wildlife conflicts and ensure a sustainable co-existence between people and wildlife.</p>
<p>Recent outbreaks of avian flue and other epidemics amongst the human population show that humans and wildlife are intimately connected. Studies have shown that due to the increase in interaction between humans and wildlife, species such as tigers are increasingly affected by a number of diseases, including canine distemper. Furthermore, the human-wildlife conflicts in the landscapes often result in wounded and sick animals, which need urgent veterinary help. Recognizing the complex link between human, domestic animals and wildlife health, WCS aims to address these issues through research, monitoring, policy advice as well as direct support in the field.</p>
<p>To increase the effectiveness of our conservation interventions and strengthen the role WCS-IP in curbing wildlife trade, mitigating human wildlife conflicts, and sustaining healthy wildlife populations, WCS-IP has decided to establish a new unit, called Wildlife +. WCS-IP is looking for a strong and motivated Program Manager to lead and expand this newly established unit in line with WCS-IP Strategic Plan. The Program Manager will be required to plan, manage and monitor all projects under the unit. The work will cover both field interventions as well as on policy development. The work will include but will not be limited to managing Wildlife Crime Units and Wildlife Response Units in the WCS-IP landscapes, compiling and analyzing data regarding wildlife trade, conflict, and health to identify patterns, developing strategies for monitoring wildlife health, as well as developing innovative interventions to address the above issues.</p>
<p>The position will be based in Bogor, with regular trips to the field to provide direct technical advice, monitoring and oversight to the projects. The Program Manager will work under the general supervision of the Director and Deputy Director for Program Development of the WCS-IP, as well as work closely together with other colleagues in the office as a team. Depending on the scope of the projects, the Program Manager will be supported by program officers and assistants in Bogor and project officers in the field. The position will be available for a period of one year from May 1, 2012, with possibility of extension depending on available funding.</p>
<p>The Program Manager will be responsible to oversee the responsibilities and activities of this program by:</p>
<p><strong>Wildlife Trade</strong></p>
<ul>
<li>Developing strategies and designing methodologies to investigate, compile data on, and curb illegal wildlife poaching and trade through maintaining a network of informants, conducting market observations, assisting in law enforcement operations, providing legal and policy advice, and other conducting other relevant actions.</li>
<li>Selecting relevant project staff and partners, and providing them with training and close supervision to ensure that deliverables under the program are achieved.</li>
<li>Providing oversight in the implementation of activities and interventions aimed at curbing wildlife trade. <li>Selecting relevant project staff and partners, and providing them with training and close supervision to ensure that deliverables under the program are achieved.</li>
<li>Providing oversight in the implementation of activities and interventions aimed at mitigating human-wildlife conflict. This will include but is not limited to investigative activities, community-based mitigation activities, patrolling, assistance to law enforcement operations, as well as providing legal and policy advice to key stakeholders.</li>
<li>Analyzing and interpreting wildlife conflict data, and translating the data into improved conservation interventions, mitigation activities and policies, which can be adopted by partners and key-stakeholders.</li>
</ul>
<p><strong>Wildlife Health</strong></p>
<ul>
<li>Providing perspectives and foresight on wildlife health and disease issues in WCS priority landscapes.</li>
<li>Developing site and species-specific strategies and designing methodologies to investigate and compile data on wildlife health issues through conducting health surveillance (disease ecology, diagnostics, epidemiology, pathology, toxicology), reporting and response, and developing and implementing relevant wildlife disease management policies and actions.</li>
<li>Selecting relevant project staff and partners, and provide close supervision to ensure that deliverables under the program are achieved.</li>
<li>Providing oversight in the implementation of activities and interventions aimed at reducing and mitigating diseases amongst wildlife populations. This will include but is not limited to investigative and surveillance activities, mitigation activities, assistance to health operations, as well as providing policy advice to key stakeholders.</li>
<li>Analyzing and interpreting wildlife health data, and translating the data into improved conservation interventions, mitigation activities and policies, which can be adopted by partners and key-stakeholders.</li>
</ul>
<p><strong>Program and project Management</strong></p>
<ul>
<li>Providing technical support to the Program Officers and Project teams, and oversight and backstopping to all project activities, as well as other counterparts in the area of project management, including planning, implementation, and assuming quality control through monitoring, and evaluation.</li>
<li>Leading and coordinating the implementation and administration of all projects under this program, including oversight in developing of operational and M&amp;E plans, and ensuring that approved workplans and activities are undertaken in a timey manner in line with budgetary means, as well as adapt the objectives, strategies, workplans and budgets as circumstances dictate, ensuring that annual, mid-term and end-of-project targets will be met.</li>
<li>Support the Program officers in recruiting, managing and supervising field staff in close coordination with HR Manager, including development of Terms of Reference, individual workplans and conducting performance evaluations, planning and monitoring work and travel schedules.</li>
<li>Selecting, managing and supervising partners and sub-contractors to implement activities and produce deliverables in timely fashion, including developing Terms of Reference, providing assistance in their selection and recruitment process, coordinating sub-contractor work, and monitor and evaluate their deliverables, and ensure that they are submitted in a timely manner.</li>
<li>Preparing activity reports and assisting in preparing financial reports as required by donors and/or stakeholders, in Indonesian or English, written or verbal, as well as submit monthly technical report to the Deputy Director for Program development.</li>
<li>Providing capacity building and technical support to Program team, including program officers, program assistants, project officers, and other project staff to ensure that the projects are effective and achieve targets.</li>

<p>For WCS-IP to be successful in its mission to save wildlife and wild places in Indonesia,   conservation work must both benefit people and wildlife. Many of the poorest communities in Indonesia live in landscapes of high biodiversity value and depend directly or indirectly on natural resources for their livelihood survival. Rapid social changes, including the transition from subsistence to market economy, are changing the traditional natural resource management systems. As alternative economic opportunities are often limited in these landscapes, overexploitation and unsustainable use of natural resources (e.g. illegal logging, encroachment and shorter fallow periods in swidden agricultural systems) combined with rapid population expansion are putting heavy pressure on the ecosystems and wildlife. As resources are finite, it is extremely important to reconcile social development needs with ecosystem protection, and offer a sound way to protect some of the most critical endangered landscapes and species while securing sustainable development.</p>
<p>Recognizing the need for societal development while at the same time protecting the natural environment, WCS-IP works with community leaders and members to develop ways people can use their natural environment, land and water to generate income while promoting natural resource conservation. WCS-IP helps local people to improve their agricultural practices and yields, to modify their fishing techniques, adopt renewable energy sources, generate ecotourism revenue, and provide recovery aid to areas devastated by violence and natural disasters. Investing in the current and future quality of life constitutes for us the key to sound conservation practices.</p>

<li>Developing strategies and designing methodologies to collect and assess socio-economic data at household, community, district and regional level, including supervising socio-economic surveys, research and assessments on topics such as NRM, DRR, climate change and livelihoods.</li>
<li>Analyzing and interpreting socio-economic data, and translating the data into improved development and conservation interventions and policies, which can be adopted by partners and key-stakeholders.</li>
<li>Identify sectoral challenges and opportunities for socio-economic development (forestry, fishery, renewable energy, agriculture, ecotourism, etc.) that contribute to biodiversity conservation in WCS-IP priority landscapes.</li>
<li>Develop innovative and holistic approaches to socio-economic development, based on integrating environmental and livelihood issues with DRR, NRM, climate change, food security and gender.</li>
<li>Selecting relevant project staff and partners, and providing them with training and close supervision to ensure that deliverables under the program are achieved.</li>
<li>Providing oversight in the implementation of activities and interventions aimed at achieving sustainable use of resources. These will include but is not limited to payment for environmental services, green development schemes, and renewable energy.</li>
